1. Educational Purpose Only
The Service helps users learn how county property assessment and the Schedule of Values work using public records and cited sources.
The Service:
- Does not provide legal, tax, or appraisal advice
- Does not guarantee any appeal, BOER, or tax outcome
- Does not replace your county tax office, property record card, or official notices
- Is not an official county determination unless a written county co-branding agreement explicitly says otherwise
For official decisions, contact your county Tax Administration or the appropriate county office.
2. Eligibility
You must be at least 18 years old (or the age of majority in your state) to use the Service.
3. Current Product Scope
The current product provides North Carolina property-tax relief guidance, deadlines, reminders, official links, general educational Q&A, and county-specific tools as planned releases come online. Parcel lookup, comparisons, sales analysis, property reports, and paid analysis may be limited by county release status and available source coverage.
4. Acceptable Use
You agree not to:
- Misrepresent NBHDer as a county office or guaranteed appeal service
- Scrape, reverse engineer, or overload the Service
- Submit unlawful, harassing, or abusive content to Parceley
- Use the Service to process non-public or stolen data
- Circumvent access controls or attempt to reach retired prototype functions
We may suspend access for violation.
5. Sources and Accuracy
NBHDer links to official state and county sources, but laws, forms, limits, records, values, and deadlines can change. Verify critical facts with the responsible agency before acting. County property tools are educational aids and do not replace official county records or decisions.
6. Parceley
Parceley provides automated educational responses with citations. Answers may be incomplete or unsuitable for your situation. Do not rely on Parceley as a substitute for professional advice.
7. Intellectual Property
The Service, NBHDer name, logos, and content (except public records and cited third-party sources) are owned by Zerebral LLC (DBA Zerebral Designs) or licensors. You receive a limited, non-exclusive license to use the Service for personal, non-commercial education.
8. Third-Party Links
The Service links to county and state websites. We are not responsible for third-party content.
9. Disclaimer of Warranties
The Service is provided "as is" and "as available." To the maximum extent permitted by law, we disclaim all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
10. Limitation of Liability
To the maximum extent permitted by North Carolina law:
- We are not liable for indirect, incidental, special, consequential, or punitive damages, or lost profits.
- Our total liability for any claim arising from the Service is limited to the greater of (a) amounts you paid us in the 12 months before the claim or (b) $100.
Some jurisdictions do not allow certain limits; in those cases, limits apply to the fullest extent permitted.
11. Indemnification
You agree to indemnify Zerebral LLC (DBA Zerebral Designs) against claims arising from your misuse of the Service or violation of these Terms, except where caused by our gross negligence or willful misconduct.
12. Governing Law
These Terms are governed by the laws of the State of North Carolina, without regard to conflict-of-law rules.
13. Changes
We may modify these Terms. Continued use after the effective date of posted changes constitutes acceptance.

15. Future County Modules
No public county parcel pilot is currently offered. Any future county-specific module will require written authorization, technical and security review, approved data governance, legal boundaries, and separate terms or agreements as appropriate.
