1. Educational Purpose Only
The Service helps users learn how county property assessment and the Schedule of Values work using public records and cited sources.
The Service:
- Does not provide legal, tax, or appraisal advice
- Does not guarantee any appeal, BOER, or tax outcome
- Does not replace your county tax office, property record card, or official notices
- Is not an official county determination unless a written county co-branding agreement explicitly says otherwise
For official decisions, contact your county Tax Administration or the appropriate county office.
2. Eligibility
You must be at least 18 years old (or the age of majority in your state) to use the Service.
3. Accounts, Licenses, and Payments
- Free features may be available in designated counties without payment.
- Pro features may require a paid annual license in counties not covered by a county agreement.
- You are responsible for fees charged by app stores or payment processors.
- License keys are personal and must not be shared or resold.
4. Acceptable Use
You agree not to:
- Misrepresent NBHDer as a county office or guaranteed appeal service
- Scrape, reverse engineer, or overload the Service
- Submit unlawful, harassing, or abusive content to Parceley
- Use the Service to process non-public or stolen data
- Circumvent access controls or license requirements
We may suspend access for violation.
5. Public Data and Accuracy
We strive to refresh county public data on a regular cadence identified in the App ("data as of" date). Errors, lag, or omissions may occur. Verify critical facts on official county systems (e.g. WebGIS, tax office).
Comparisons and percentiles are educational illustrations of peer parcels in a tax neighborhood — not a prediction of BOER results.
6. Parceley
Parceley provides automated educational responses with citations. Answers may be incomplete or unsuitable for your situation. Do not rely on Parceley as a substitute for professional advice.
7. Intellectual Property
The Service, NBHDer name, logos, and content (except public records and cited third-party sources) are owned by Zerebral LLC (DBA Zerebral Designs) or licensors. You receive a limited, non-exclusive license to use the Service for personal, non-commercial education.
8. Third-Party Links
The Service links to county and state websites. We are not responsible for third-party content.
9. Disclaimer of Warranties
The Service is provided "as is" and "as available." To the maximum extent permitted by law, we disclaim all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
10. Limitation of Liability
To the maximum extent permitted by North Carolina law:
- We are not liable for indirect, incidental, special, consequential, or punitive damages, or lost profits.
- Our total liability for any claim arising from the Service is limited to the greater of (a) amounts you paid us in the 12 months before the claim or (b) $100.
Some jurisdictions do not allow certain limits; in those cases, limits apply to the fullest extent permitted.
11. Indemnification
You agree to indemnify Zerebral LLC (DBA Zerebral Designs) against claims arising from your misuse of the Service or violation of these Terms, except where caused by our gross negligence or willful misconduct.
12. Governing Law
These Terms are governed by the laws of the State of North Carolina, without regard to conflict-of-law rules.
13. Changes
We may modify these Terms. Continued use after the effective date of posted changes constitutes acceptance.

15. County Pilot Users
If your county provides NBHDer as a free education pilot, your county's MOU with us governs county-specific data and branding. These Terms still apply to your use as a homeowner.
